In the despatch No.255 in which Mr. Chamber-
lain on the 16th. July, 1903, approved of certain proposals
made by my predecessor for increasing and reorganizing the
establishment of the Registration and Parcels Branch of the
Hongkong Post Office, he pointed out as follows:-
"If, as you state, the changes will impose
"greater responsibility upon the two European Supervisors, *(thenceforward to be known as Superintendent of Registra-
"tion and Parcels Branch and Superintendent of Mails) and
"necessitate their working longer hours than hitherto,
"these officers are not likely to be satisfied by the pay-
"ment of their increments two years before they would be
"due under existing conditions: and they will probably "apply for a further increase of salary beyond the approved
that #maximum of £280. I am inclined to think, moreover,
"it would be difficult to refuse such an application".

The application anticipated by Mr. Chamber-
lain was made by both officers in March of this year but I
